Job Responsibilities
Adherence to NRC policies, guidance, and procedures.
Support and contribute to the development and implementation of MEL systems, including MEL SOPs, guidance, and tools.
Participate in programme design and proposal discussions, including theory of change development, log frame design, and budgeting for MEL.
Support programme staff in planning for and executing MEL, including, data collection methodology and tools and data management, analysis, and use.
Capacity building and training of programme and MEL support staff on MEL technical and conceptual areas.
Contribute to organizational learning through area specific data analysis, and generation of lessons learnt and other relevant reports.
Coordinate process of M&E systems for the South Area
Lead the accountability and MEL processes of the Area office including the Spot checks, Exit interview, and any other control measures.
Support and contribute to the development of a data management system through documentation, implementation, and coordination of standardized information flow of M&E activities and reporting.
Support with needs assessments, monitoring activities and reporting – as required.
Support in standardizing M&E across projects
Support in developing data collection methodology and tools, and in actual data collection, as needed.
Support in data management and development of clear information flow between program and M&E staff, as needed.
Ensure that monitoring data is reported in a timely manner to relevant program and managerial staff.
Prepare monitoring reports in a timely manner and disseminate them to the relative stakeholders.
Capacity building and training of program staff on M&E technical and conceptual areas, as needed.
Ensure the inclusion of cash-based interventions and marked based programs in country and area-based strategies and their implementation across and within NRC’s core competencies.
Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.
Support the Programme Department in new initiatives, should these arise during the employment period.

Other Educational Qualification
Bachelor’s degree in social science, business administration, economy, computer science or another related field.
Skills
At least 4 years’ experience in an international NGO preferably in an emergency or post-conflict setting, of which at least 2 years should be with experience in implementation of MEL systems for an international NGO.
Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
Experience of working with multi sectors would be an asset.
Must be prepared to travel to the field offices of South provinces.
Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
High level English language proficiency (speaking, reading, writing).
Fluency on local languages Pashto and Dari.
Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
