As part of IRC’s MEAL unit, the Information Management (IM) Manager (MEAL) will be responsible for overseeing and supporting the data and information management process for the IRC’s program portfolio in Iraq including. The IM Manager will ensure that IRC’s data collection and information management systems for existing and new activities are efficient, harmonized and integrated across sectors, and reliable, and that protected data is centralized, visualized, and analyzed to be used to inform program decision making.Under the leadership of the Iraq MEAL Coordinator, the IM Manager will play a key, hands-on role in achieving harmonization of MEAL efforts in Iraq during IRC’s programmatic process.

Job Responsibilities

  • Information Management, Technical Quality, and Strategy
  • Develop and support in managing the IRC’s information management systems, platforms, and databases for the MEAL department as well as different programmatic sectors including ECD, CYPD, ERD, WPE, Governance, and any foreseen programs.
  • Ensure the consolidation of Iraq country program data into centralized platforms taking into consideration data protection, gender considerations, and relevant authorization.
  • Map the programmatic data quality gaps and provide technical and practical solutions.
  • Support programs to operate in line with IRC’s MEAL handbook core standards that are related to information management and data quality.
  • In coordination with MEL manager IM manager should maintain an active and updated indicator matrix on regional IRC’s Program Indicator Dashboard (PID) that outlines at minimum the key indicators with their disaggregation requirements for all sectors.
  • Ensure that all program data collected including clients’ numbers and progress against indicators is protected, accessible, accurate, and reliable.
  • Support the sector IM personnel to analyse quantitative and qualitative data collected by Iraq field teams.
  • Support the programs to their databases with a data visualization program such as PowerBI.
  • Provide technical support to the IRC sector IM personnel on new standardized IM initiatives.
  • Harmonize and standardize a fact sheet format for the sectors and keep an updated cross-sectoral major activities and findings’ fact sheet.
  • In conjunction with the Coordinators, Managers, and IM sectors’ personnel, develop needs and assessment data collection and monitoring electronic tools as required and it user guidance.
  • Provide feedback to the MEAL Coordinator and technical Coordinators on all program technical data quality and systems strengths and issues to improve.
  • Review datasets for deficiencies or errors, correcting any incompatibilities where possible, for improved data quality; follow up with data collections teams for clarification on missing, incomplete or incorrect data.
  • Support the programs’ data management staff and the programs’ staff in the use of the new technology systems and tools.
  • Act as the GIS focal point for Iraq.
  • Program Development
  • In coordination with and with support from MEAL Coordinator, develop and implement an IM strategy/guidelines at the national level, and develop an IM implementation plan, centered on the delivery of reliable, accessible, user-friendly, relevant, appropriate, and timely information, ensuring data security and protections are in place and in line with IRC global policies and donor requirements.
  • Research, Learning, and Analysis
  • Collaborate with program teams and IM sectors’ personnel to discuss, analyze and interpret findings for improved contextualization and understanding of IRC programming. Taking into consideration the data sensitivity of WPE and other relevant programs and activities.
  • Ensure quality information management including beneficiary count in collaboration with Coordinators and the MEAL unit. 
  • Design and develop and comprehensive yet user-friendly systems and databases for each sector.
  • Ensure monitoring tools are implemented correctly and in a timely manner by sector staff.
  • Build the capacity of the program and partners’ staff in relevant technical and management competencies.
  • Coordination & Representation
  • Establish an IM forum with the IRC IM personnel within the sectors to discuss challenges, share experience
  • Act as the IM focal point in Iraq with the T4P regional specialist.
  • Work in close collaboration with IRC IM personnel within different sectors on any implementation, maintenance, roll-out, or updates of information management systems to support operational and programmatic activities and serve as adviser for partners IM solutions for data needs.
  • Support timely information sharing regarding challenges and needs at the field level.
  • Represent IRC at relevant cluster meetings, as required.

Other Educational Qualification

 University degree in information management and systems, computer science, data science, or a related field; postgraduate degree an advantage.

Skills

  • Minimum 4 years previous experience working with information systems management, monitoring and evaluation, database development, and management; NGO experience is an advantage.
  • Experience in Statistics, data analysis, and data-driven computation are all relevant areas of experience.
  • Experience with descriptive data analysis and/or data management
  • Able to think critically about data and information, triangulating and cross-checking data when needed and with minimal guidance
  • Excellent visual design sense regarding clear and accurate presentation of data.
  • Strong computer literacy with Microsoft package (in particular, Excel, PowerBI)
  • Able to develop GUI interface for SQL DB using C#, VBA languages.
  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint. 
  • Experience with business intelligence and analytic tools such as Commcare, ONA, KOBO
  • Experience using ArcGIS is desired.
  • Data visualization experience is a requirement.
  • Very good analytical and reporting skills with attention to detail. 
  • Excellent organisational and time management skills and ability to meet strict deadlines. 
  • Good interpersonal skills and ability to work as part of a team as well as independently.
  • Fluent in Arabic and English, Kurdish is a plus.

  • INR: 3380192 - 439425 (Yearly)

Additional Salary Info

Salary range: (3,380,192-4,394,250) Iraqi Dinars, based on various factors including the labor market, job type, internal equity and budget as well as calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
13th month salary per year.
21 days of leave and 15 days of paid holidays per year.
IRC provides health insurance for staff and their dependents.
