Job Responsibilities

1. Programme Cooperation Agreement (PCA) and Cash Transfers Support

Assist in the development of PCAs by providing relevant information and drafting selected sections.
Ensure the timely and accurate recording, processing, and tracking of government and NGO proposals and requests for Direct Cash Transfers (DCTs).
2. Programme Monitoring and Reporting

Conduct regular monitoring in UNICEF focus districts, including cash and supply distribution, providing updates on status and progress.
Support in conducting spot checks of partner projects to assess financial record-keeping, expenditure controls, and reporting systems.
Prepare regular monitoring and reporting information on performance indicators to ensure effective management and accountability for results.
3. Supply and Grant Management

Monitor and track the efficient distribution of supplies required for effective programme delivery.
Handle transactions in the VISION system to ensure alignment with annual work plans (AWPs), including grant-related activities such as registering grant allotments and tracking expiring programme grants
4. Data Analysis and Financial Management

Compile, research, and analyze qualitative and quantitative data to support programme delivery, preparing reports, working papers, and presentations.
Regularly monitor budgets and financial expenditures, ensuring compliance with UNICEF policies and optimizing the use of programme funds. Prepare periodic or ad-hoc financial reports for the country office and donors.
5. Capacity Development and Administrative Support

Contribute to capacity development initiatives by preparing training materials and participating in training exercises to strengthen programme implementation.

Other Educational Qualification

  • Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
  • Candidates with a bachelor’s degree from a recognized academic institution in a relevant field related to the work of the organization may replace three (3) years of related work experience.
  • A master’s degree in a relevant field related to the work of the organization, may replace two (2) additional years.

Skills

  • A minimum of six years of administrative or clerical work experience is required.
  • Prior experience in programme support functions is an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in Armenian and English is required. Knowledge of another official UN language, such as Russian, is an asset.
  • In-depth knowledge of the administration which underpins UNICEF country office programme/project operations, including monitoring and evaluation processes.
  • Strong organizational, planning and prioritizing skills and abilities.
  • High sense of confidentiality, initiative and good judgment.
  • Ability to work effectively with people of different national and cultural backgrounds.
  • Strong office management skills.
  • High attention to detail.
  • Ability to effectively manage the section’s material resources and monitor its budget.
  • Good analytical skills.
  • Experience using MS Word, Excel, PowerPoint and other UNICEF software such as SharePoint
