In March2017, HE State Counsellor launched the National Health Plan 2017-21 (NHP 2017-21). It lays out a vision to achieve universal health coverage (UHC) by 2030. The core of the NHP is to increase access to an explicit essential package of health services (EPHS) and strengthen financial protection for families. Myanmar's pathway to achieve UHC is laid out in three stages, each linked to 5-year plan period from 2017 to 2030: basic, intermediary and comprehensive packages, respectively. For this, the national health plan places health systems strengthening with a primary health care approach at the centre of implementation.Accordingly, the Annual Operation Plan 2017-18 (AOP) prioritizes the finalization of the EPHS and formulation of system strengthening strategies in key areas -information systems, human resources and health financing. Meanwhile, the annual operational plan is piloting inclusive township plans as anchors for decentralized implementation, with systems readiness through an investment package consisting of human resources, infrastructure and supplies, initially in the 76 townships that are most in need, to be expanded progressively to the entire country by 2021.In line with the SDGs, the WHO Country Cooperation Strategy and the NHP, WHO is in particular but not exclusively providing support in:-Health financing - this includes the set-up of relevant systems and institutions to reform the health system, support the drafting and advocacy of the UHC bill and its roll out, and institutionalize the production and use of the National Health Accounts.-Human resources for health - WHO will supportstrengthening of the newly established Central HRH Coordination Unit. WHO will provide training on tools such as the National Health Workforce Accounts (NHWA)and the Workload Indicators of Staffing Need (WISN), to improve forecasting, deployment, management and retention of HRH-Essential Medicine - WHO will continue to provide technical consultation on access to affordable essential medicines, vaccines, and supplies.-E-Health and Health information system - WHO will support the design and roll-out of electronic system with a focus on strengthening M&E.

Job Responsibilities

  • Under direct supervision of the Advisor on Health Policy and Systems for Universal Health Coverage, and overall guidance of the WHO Representative to Myanmar, the incumbent will perform the following duties:
  • Provide technical support to all relevant units in Ministry of Health and Sports including the National Health Plan Implementation Monitoring Unit(NIMU) and the Central Human Resources Coordination Unit and at sub-national level including state and regions as well as townships in policy development, planning, implementation, and monitoring & evaluation of Health Systems Strengthening activities. This includes health financing, Human Resources for Health (HRH), eHealth &health information systems and access to affordable medicines. Special attention will be given to essential medicines and rational use of drugs.
  • Liaise with relevant Technical Teams in WHO and Ministry of Health and Sports in implementing Health Systems Strengthening interventions to help ensure collaborative programmes are well planned, implemented on-schedule, closely monitored, and timely reported upon.
  • In close consultation with the Advisor on Health Policy and Systems, assist the Ministry of Health and Sports in the training and implementation of Health Systems Strengthening activities at Central, State/Region and when relevant Township levels. Link with and support development and implementation of the national indicator framework of the Myanmar Sustainable Development Plan (2018-2030), the National Health Plan(2017-2021 and 2021-2025) and WHO Country Cooperation Strategy for Myanmar2019-2023.
  • Support organizational preparation of coordination and technical meeting sat WHO and at Ministry of Health and Sports including the Health Systems Strengthening TSG groups and subgroups for which WHO provides secretariat services and other support.
  • Assist in strengthening coordination and partnerships in HSS with non-government partners including UN agencies, bilateral donors, multilaterals, global and regional financing institutions, NGOs and the private sector.
  • Support the WR, the Advisor on Health Policy and Systems and team to generate learnings and operational research to be disseminated to WHO SEARO and HQ, Ministry counterparts, partners and stakeholders.
  • Perform other related duties as required.

Other Educational Qualification

  • Essential: University degree in medicine, public health, health economics or related degrees
  • Desirable: Post graduate degree in Health Systems or Public Health.

Skills

  • At least (1) year of work experience in public health programmes or activities in the Myanmar Health System.
  • Professional experience in programme or project implementation, supervision, monitoring and evaluation of health systems strengthening interventions, Townships Health Planning/Health System Strengthening; preparation of proposals and donor's reports related to health programmes at national level.
  • Expertise in Health Systems Strengthening, public health, planning and management. Very good communication skills and excellent use of computer and information technology.

Salary

  • USD: 26545 (Yearly)

Additional Salary Info

Remuneration comprises an annual base salary starting at USD 26,545 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
