2Pi-Jobs is acting as an Employment Agency in relation to this vacancy.

UNFPA Albania is looking for a national consultant who will support Ministry of State for Youth and Children to revise the National Youth Strategy 2022-2029 (NYS), against five pillars of United Nations Youth Peace and Security Agenda (YPS Agenda), and translate the principles, components and guidance provided in the UN YPS Agenda and its related resolutions into strategic outcomes, outputs, activities and indicators to the best extent possible, by considering the Albanian context, by also considering the alignment with evolving national and EU accession priorities. The consultant will also coordinate with another national consultant, who is already hired by UNFPA to support MoYC in costing the implementation of the NYS. The final product of both consultants is the revised and costed NYS which incorporates YPS Agenda, ready for implementation by the MoYC.

Job Responsibilities

Conceptualise the methodology for NYS revision;
Consult and agree methodology with the MoYC, UNFPA and UNDP;
Conduct data collection, analysis and prepare first draft revised NYS with YPS integrated.
Submit to the MoYC, UNFPA and UNDP project staff, for comments and suggestions the first draft of revised NYS which incorporates YPS agenda and the related resolutions (and in coordination with the other national consultant make sure that the draft revised document includes costing of the remaining NYS period in 2025-2029);
Ensures validation of the final draft document;

Educational Qualification

Bachelor degree in any discipline

Other Educational Qualification

University degree in social and political sciences, economics, law, international affairs, communication and related fields.

Skills

At least 5 years of professional experience in youth policy analysis/research/development and in costing the implementation of these policies.
At least 5 years of professional experience in providing support to different institutions, agencies or CSOs in implementation of YPS agenda in Albania or in the Western Balkan region.
Experience in reports writing and analysis.
Experience of working with MoYC and youth CSOs or groups
Excellent command of written and spoken English; fluency in Albanian language.
