The Gender Equality, Disability Equity, and Social Inclusion (GEDSI) Lead will provide strategic oversight for KITA SEHAT’s Gender Equality, Disability Equity and Social Inclusion (GEDSI) objectives and outcomes, including the implementation of the KITA SEHAT GEDSI Strategy and Action Plan. Working closely with technical teams, government counterparts, partners and other program leads, the GEDSI Lead will ensure that GEDSI considerations are embedded throughout program operations, planning, implementation, and monitoring. The role is responsible for managing KITA SEHAT’s technical support, facilitation, and engagement activities related to GEDSI and ensuring alignment with DFAT policies and international best practices. This includes mainstreaming GEDSI including through building GEDSI capability among staff and partners as well as providing oversight of targeted GEDSI activities. The GEDSI Lead will also be responsible for the development of innovative and practical GEDSI training, tools, and guidance to ensure that GEDSI is effectively integrated across all phases of the activity cycle, including delivery and Monitoring and Evaluation. Reporting to the Team Leader, the GEDSI Lead will collaborate with the Senior Management Team, Program, and Operations Team to drive coherence and ensure inclusive outcomes across all program components.

Job Responsibilities

  • Provide high-level leadership on Gender Equality, Disability Equity, and Social Inclusion (GEDSI) across all aspects of the program, ensuring alignment with KITA SEHAT objectives and DFAT requirements.
  • Work with key leaders within the program to ensure the centrality of GEDSI within KITA SEHAT – in alignment with DFAT priorities
  • Lead the implementation and regular review of the program’s GEDSI Strategy and Action Plan to ensure it reflects evolving priorities.
  • Conduct or lead the completion of further GEDSI analysis or research to contribute to evidence-based programming or policy reform.
  • Foster strong and collaborative relationships with government counterparts, DFAT, technical teams, development partners, organisations of people with disability (OPDs) and other relevant stakeholders to champion GEDSI integration and promote inclusive policy dialogue on health systems strengthening.
  • Work closely with the Operations & Finance Team to ensure that GEDSI considerations are reflected in operational processes, including human resources, procurement, and risk management.
  • Actively contribute to program governance, ensuring that GEDSI considerations are integrated into governance processes and decision-making.
  • Build GEDSI capability within KITA SEHAT and among partners through targeted training, facilitation and learning workshops.
  • Lead the design of GEDSI-focused activities and inputs in annual workplans, ensuring alignment with the KITA SEHAT program logic, and DFAT’s inclusive development agenda.
  • Provide leadership in the implementation of GEDSI-related activities across national and subnational levels, in line with agreed workplans, and ensure the effective mainstreaming of GEDSI considerations across all program activities.
  • Offer technical oversight and ensure quality assurance mechanisms are in place for GEDSI-related initiatives and outputs.
  • Work with the MEL Lead Team to develop GEDSI indicators and targets and tools for measurement which will be included in the MERLA framework.
  • Work across teams to co-ordinate reporting on GEDSI – including the development of tools across the program cycle to ensure impact-level reporting is collated and analysed
  • Lead and manage the GEDSI Unit to ensure effective planning, implementation, and monitoring of program activities in line with the approved workplan and budget.
  • Provide mentorship and capacity building to team members to strengthen GEDSI knowledge, skills, and leadership across the program.
  • Supervise, assign tasks, and manage the performance of the GEDSI Team to ensure effective delivery of GEDSI-related activities.
  • Perform other duties as required to support the successful delivery of KITA SEHAT’s objectives.

Other Educational Qualification

Advanced degree in social sciences, development studies, gender studies, public policy, public health, or related field of study, with a minimum of 12 years of working experience.

Skills

  • Extensive experience in the areas of GEDSI programming, systems, frameworks, and indicator tracking and a record of achieving GEDSI outcomes.
  • Practical experience and technical understanding of GEDSI considerations implementing activities in Indonesia and a track record in influencing policy and organizational change in government institutions and other relevant stakeholders
  • Demonstrated knowledge and experience in applying GEDSI mainstreaming across sectors, including in programs that support health systems strengthening or related development areas.
  • Strong understanding of social norms, intersectionality, and gender biases, and how these shape development outcomes and inclusive practice.
  • Excellent communication, facilitation and teamwork skills, with the ability to build good relations, both within the team and externally.
  • Strong engagement skills with a wide range of government, civil society organisations, and other donor organisations; and a demonstrated ability to effectively communicate in a cross-cultural context.
  • Demonstrated strong analytical and writing skills and experience preparing high-level communication products for stakeholders, clients and officials.
  • Fluency in Bahasa and English language is highly preferable
  • Excellent interpersonal skills and an ability to work effectively in cross-cultural and remotely based teams, and with a wide range of stakeholders. 
  • Experience working on a DFAT funded development program and familiarity with DFAT strategies and policies related to GEDSI.
  • Experience working in a GEDSI role in primary health and/or animal health is highly desirable.
  • Familiarity with disability equity and rights highly preferable.
