Job Responsibilities
Supporting Emergency Specialist as a co-facilitator when deliver trainings and ToT for partners on Emergency Response, including trainings on Emergency Response and Preparedness– assessments, Early Warning Systems, Contingency Planning, WASH, management of pre-positioned non-food items (NFIs), distribution process, monitoring, documentation and reporting.
Support the area office in mapping potential partners who can work on Emergency Response in Kachin and Shan and ensure that there is an updated list of pre-vetted partners on the State level (national NGOs, CSOs, etc).
Act as representative of FLER team for the regular liaison with partners, civil society actors, key stakeholders (churches, religious leaders), community leaders, and national NGOs in Kachin and Shan State to ensure the community-based project.
Support and coach the project officers and the implementing partners in carrying out the multisector Emergency Response activities and ensure that these activities are implemented in accordance with minimum package of response assistance guidelines and the partnerships guidelines, policies and SoPs and in coordination with relevant actors in the field.
Support Project Manager to prepare CTR, partner budget forecast and plan in accordance with DRC FFU monthly.
Following up the budget expenditure and forecast of partners to be in line with DRC internal budget management
Work in close coordination with the Partnerships Specialist to support continuous quality improvement through the development and the implementation of partnerships tools.
Keep abreast of emergency situations (intensification of conflicts, displacement, etc).
Work in close collaboration with MEAL / IM team on the information management, project log frame of Emergency Response and Preparedness Project.
Manage, oversee, and provide support for all work completed by implementing partners.
Develop detailed workplans for all projects/activities (Response, Preparedness, PDM, Training and Workshop) with Officers.
Ensure strong oversight, and direct management, when necessary, of project budgets, ensuring delivery against costed workplans.
Quality control and site monitoring to ensure that services provided are according to standards.
Work with implementing partners project focal points to produce high quality donor reports.
Work closely with other DRC sectors to ensure a holistic approach, especially ensure a close collaboration with Protection, Economic Recovery and Humanitarian Mine Action to facilitate protection mainstreaming, mine victim assistance referral, emergency mine risk education and long-term assistance referrals.
Share relevant project information with local stakeholders and local emergency response mechanisms.
Participate in relevant coordination meetings and working groups, as required for programme needs, and as requested by the Emergency Manager.
Proactively represent DRC and participate in regular program meetings and in Emergency Response platforms and provide updates as appropriate.
Educational Qualification
Bachelor degree in any discipline
Other Educational Qualification
Degree/ Diploma in relevant area
Skills
At least 3 years of experience with humanitarian programmes, ideally in protracted/ newly displacement situations.
At least 1 year of experience with implementing Emergency Response /DRR/CCCM/ CASH/ WASH activities on-the-ground in displacement-related contexts in Northeast Area.
Relevant experience working in collaboration and coordination with local partners and civil society/community-based organizations.
Demonstrated ability to conduct training and capacity building activities on Emergency Response and early warning alert related topics, including coaching and mentoring of national civil society actors/staff.
Solid experience in participatory approaches and facilitation skills, strong interpersonal communication and writing skills.
Experience in conducting consultation processes with civil society and national NGOs is an asset.
Experience in designing partners’ capacity development plans is an asset.
Professional fluency in English and Myanmar. Good understanding of any of the local languages will be considered an asset.
